Magic Item; Isochron Scepter

This large, golden scepter is covered in ornate designs and arcane etchings.
It is a highly sought after item by those that know of it, for they know it can be an extension of their own magical powers.
There are rumors among certain Sages that there is one lost, containing a terribly destructive spell, capable of reshaping the world once in their own design.

A character attuned with this item may use it as an arcane focus. A character may choose to imprint one of their known spells into it, as long as they are capable of casting it.
In order to imprint a spell, they need to spend 1 hour + 1 additional hour per the spells level concentrating on the scepter.
Afterwards the one attuned to the scepter may add any number of spell slots of the spells level to it, which will then become the number of charges the scepter has to spend on the imprinted spell. The spell slots used are spent as if the spell has been cast that many times. The maximum level of spells imprinted this way is equal to 1/4 the users spellcaster level + their spellcasting ability, rounded down. If someone new attunes to the Scepter, the spell will not vanish, and its new master may try to cast the spell within, at a Arcana DC 11 plus the imprinted spells level, the spell will not take effect on a failure, but the user may try again.

When imprinting a new spell, the other spell and all charges already within it dissapate.
Only those attuned to the scepter may cast the spell within it.

So, what you think? I know its probably not properly worded, but as long as one is reasonable I think most would understand how it works, or do I need to redo a few things?

A newly crafted spell scepter is useless and needs to be activated in the enchantment table at the cost of 5 lapis lazuli.

- Mary Johnson - 2 stars - I visited Magicnoodle recently and was left unimpressed. The portion sizes were extremely small for the price. I left the restaurant still feeling hungry, which is not something I expected after ordering a noodle dish. The taste of the food was average, nothing outstanding or memorable. While the atmosphere of the restaurant was pleasant, the lackluster food and small portions just didn't make up for it. I won't be returning.
- David Thompson - 1 star - I cannot believe the positive reviews I've seen for Magicnoodle in Norman because my experience was anything but positive. The service was atrocious, with long wait times and rude staff members. The food itself was nothing special either, lacking in both taste and presentation.
